Take a more aggressive approach towards your current ISP.
Over here in Australia we have the ability to call companies out to the ACCC. They basically “promote competition and fair trade in the market place to benefit consumers” and have actually helped me in the past on one of my servers I’ve had hosted over here.
Long story short… I’ve told the host that they were not up to what they promised , I’d go to the ACCC if it was not fixed.
Maybe you guys have a consumer watchdog over there?

@IAmSp00n Hmm… Yeah, that sucks. Even if you did have digital cable it wouldn’t really effect your upload speed. Guess your Isp is just fucking you over. Do you have any big name service providers or just local? I wouldn’t know any of the names though, being that I am Canadian. Is it just you, or is it the whole block. Because I am guessing there might be a shortage in the line or something.
